Answer: Boosts impact all modes across the game (OD/LvL/Arena/live events,etc...). As far as boosts being locked in and how that pertains to you wanting to update them during Arena or LvL, that can only be answered by the Dev. team members themselves. This question was brought up earlier today, but was not addressed.
