It probably has to do with the ratings spread and EA’s goal to make stars feel like stars, and by extension Legends feel like Legends. Legends cards in previous played the same as other players at launch. They’re trying to make it as realistic as possible I think. I think legends cards SHOULD be far and away better than other cards
