I don't think it is a secret of what EA is doing. They do the same thing every year by saving big name players until very late of season. And this is how they give them higher overall.
Josh Norman signed with Redskin in late April, 2016. His card was added on 7/15/2016.
DiMarco signed with Bills on 3/9/2017. His Movers card was released on 6/19/2017.
