Jake stein said in the MutMen podcast that they didn’t make LTD cards have powerups since there’s only a limited amount of them in the game and its not something that anyone in the game can do. Older LTD cards don’t pop up often on the market if they had a power up they’re wouldn’t be any on the market after a month of the card not being in packs.
