Agree that those that play OD religiously, work the AH or spend $$ will find Legend lacking.
On the flip side, for those more casual players: I haven't spent a dime and refuse to play OD or the AH, so Legends are still viable for my team and give me something new to upgrade each week for my 87/88 team. Wish I could get an OT that wasn't pack only...
