Just having 25/50 Chargers players won't raise his pass rush moves. If you want to raise those without Pass Rush chem or Coach Madden boosts you need Chargers Pass D chem on your coach/stadiums/unis.
I have Chargers Pass D chem. When I said he'd be 99 FNM on my team, he's a 99. Also 91 PNM which even Ingram doesn't hit both thresholds. He's a monster.
I have 25/50 Chargers theme right now so he'll have 90 power move and 99 finesse. This card will be a monster when I upgrade to it.
