I think those you have listed as 90s are actually 89. In my Gronk power up it says achieve 90, but that means the promo card is an 89, and 90 inside of the PU. Saw the same on the Zeke art.
You have a point. I thought it would mean you would need to put the 90 card in to unlock that card art. Then be 91s. Either way, I'll take it
