Seabass does has worse accuracy (95<Vinny's 99; 96 for Seabass fully powered up), but his power's better (99>Vinny's 97) and his awareness is the same when powered up, and only slightly lower on his base 99 (97<Vinny's 99).
The value proposition of Vinny, though, just looks a lot better if you get his training tribute now, as training only goes for like 1c/TP, which translates to about 50k for a 99ovr kicker if you've been rolling with your gold theme team-er since day one. But if you've had Bass powered up, then you're definitely not missing out, especially since power is more meaningful than accuracy given the abilities that can be given to slow the meter and allow you to hit pretty much every kick.
