I'm one of the last people here to back EA, but what you are describing is a feature not a bug. In the same way they've had dual-entitlement in years past within platforms (current/next gen), this year they have cross-platform progression so that your content and leveling can be brought across PS and Xbox. What they are saying is correct, you need to be playing on separate EA accounts if you don't want the progress/content linked. On the plus side, it's only the first week of release, so there's really not that much progress to make up.
Not positive, but you may also receive your preorder content once you set up your second account on the Xbox. Worth testing out.
