Every card is available from the "Player Market" at all times for purchase in either coins (MT) or points (VC). The newest / highest rated cards cost the most, but they are constantly decreasing the cost as the year goes on. An 85 OVR was maybe 10k at launch and is now down to under 1k. You can also earn A LOT more cards for free by playing the game and hitting the agenda items (kind of like Field Pass), but the rewards are much better and much more worth your time. They also have Exhibitions where you send your cards out and get rewards back simply for waiting, as well as "Daily Deals" for discounted cards.
That being said, 2k is not a charity, if you want the TOP TOP players in the game, you are gonna have to shell out cash. It's been about $20 on average for a top end card. Keep in mind though, the game is 5v5 or 3v3, so it's not needing 22+ of the best of the best to keep up with the Joneses.
