A good player will notice the same coverage on subsequent 1st, 2nd, and 3rd downs and will exploit that. I find it better to build a strategy that fits the strengths of your team.
For example, if you 3-4 LB isn’t very good, don’t have a lot of 3-4 plays.
At at the end of the day, good players can beat almost any defense. Review the plays that beat you and adjust your strategy. Personally I have done it both ways with 5 plays per down and 3 plays per down. Results are all over the place.
