Let's assume an equal probability (actually the 85's likely have a higher chance, so this is being conservative), the odds of not pulling a specific card is (31/32)^N where N is the number of times you didn't pull the card. There is a 50% chance of not pulling the card once you have drawn it 22 times. So, just because you didn't pull him, doesn't mean he isn't there.
