Actually if you looked at the set it says “any” 3 combine masters implying there are more than 3. If the masters were only Alvin,ward, and Kamara why would it not be just one of each
No, it does not imply more than 3. It means you can put in Cooper 3 times (Or 2 of one of them). They did this before with Super Bowl (maybe others) and you could put in the same Hero multiple times. It means you don't have to put in 1 of each of the 3.

Because you can do any combination of the 96s
