Yup, open task manager and go to details tab. Find Madden20.exe, right click and change "set CPU priority" to "Realtime" and and your problem will be solved. 100% CPU was my issues as well
The bad thing is you have to do this every time you start the game. Windows will not save Realtime priority. I am assuming EA will drop a patch sooner or later. I am running an Intel i7 7700. There is no reason this game should use 100%
