I think the TOTW is just so they can give anyone the card regardless if it creates any huge gaps in the PU chain.
No way they are moving away from power ups, in fact I bet they double down on them going forward. Power ups eat up training and training eats up coins. One of the most common ways for people to stock up on coins is buying packs.
