It was really confusing to me at first too. Basically, if a player has an elite card at a certain overall, the corresponding Power Up Pass can be used instead.
So, Trey Flowers has an 81 Core Elite and an 84 MUT Superstars. I used the 69(or whatever) - 81 Pass and the 82-84 Pass to skip both.
