Reasons that make sense to hold a 4th down:
1. Review film of previous drives for defensive formations
2. Consult with the team about what works best based on info from #1
3. Wait for a few more people to drive and see if this league blitzes a lot, coverage, ST plays for 4th downs
4. Wait until the scoring PPD is at level it's acceptable to possibly drop the conversion and still be in the lead/tied
5. Because the league rules say hold all 4th downs until play approved by an admin
