I saw on another thread (ill link if i can find it ) that raffles  start on Saturday at 3:00 EST and end Friday at 8 the Winner receive a private message on Muthead tand then  they have 72 hours to respond  to claim their  prize 

i believe if theres no response they chose again so that might be the delay
