Megatron lower OVR in Spread?

This is ridiculous how they constantly do stuff like this.

So popping in Megatron in any other scheme gets him to 96. But Spread, punished by having him at 96. This shows on the back of each scheme's card.

I'd love an explanation for THIS tomfoolery....
