Here are the assumptions I’ve made about your question: 1. You mean run blocking, not pass blocking. 2. You want to know who has the best combination of primary blocking stats (STR, RBK, IMB). 3. You don’t care what OVR the player is at.
Based on those assumptions, here are the Top 5 Blocking WR and TE (sorted by OVR):

These are the WR with at least 65 STR, RBK, and IMB (I cut out 82 Fitz (T100) and 75 P Williams (FoF)). If you lower the cut off line to 60s, you add in Steve Largent and D. Adams. (If Williams gets an updated card...could be a helluva blocker!)

Butt is a good blocker. He is only a 90 but he is good at blocking and catching via double drags. I will replace him but looking for right one. Graham is also good at catching.

^^ and Evans ain’t bad either. There are a few others that can bully the CB’s. Check filter for “physical” wr archetypes.
