If you're talking about the ones from last season, those welcome back packs never worked like that anyway. I know plenty of people who never left the game and got them, and I did leave, but then had a few occasions to reopen the game after those packs started hitting (like for example when 9erB told me there was an epic new sound effect that had actually been in the game all season! :P)... and I never got a pack (unless I got one pretty late in the season).
I don't think it's been out long enough for their to be a welcome back pack. Technically, you should still be able to get the free kickoff TO pack.
