Fill rate on overdrive meter?

Anyone having trouble getting the same amount of tactics in during a match as yesterday?

Captain dictates fill timer, scheme bonus reduces that timer.

mine never fills. oh, thats cuz i dont play OD

Accidentally pulling a player would do it. If you can get the 10 player 2 second bonus, it can be the difference in a match
