if that were the case then people would just cut players until they got their desired player. Which defeats the purpose of having a market for top100 players. Oh, you got a Matt Ryan? let me keep rerolling until i get Von Miller. Or, let me keep buying top 100 players so i can get 25 x50k training points for top 100 players.
If you say have top100 Sherman on your team, for example, and you pull another Sherman you can cut him into 5 collectibles that will be 500k TP for Sherman as opposed to 80k TP for the 90OVR card. It would be more rare to cut him for use in another set, but maybe to fill the top100 80OVR set, that only requires 10 collectibles, twice to launder in the elite exchange set.
It's a different type of collectible. It's not a top 100 collectible, it something else. Look at the cut option for a top 100 player and you'll see what I'm talking about
I'm not making myself clear. AFTER you earn the top 100 player...the player can be cut into 5 badges of himself, but there's no set for the badges

Tryon Smith for example can be cut into 5 Tryon Smith badges, but there's no set to put the badges in??? Am I missing something....I can't tell how many badges it would take....and I can't see what I would get...
