To be honest he isnt "free" at all. Just for the 100.000 TP you have to spend at least what, 1 1/2 mio coins or more? Yeah, if you go after AB too you can use "his" needs to get the needed TP. Not spoken about the hours and hours of OD for the Points, even with The Movement...
But after all you get a high OVR CB and with some boost he is great

He gives your safeties +1 zone I believe. Not the best but better than nothing.

He's the reward for finishing all Tier 5 feats. Look under Daily Goals, then the Feats tab. Then start running backwards in OD.
Feats master, look in the Feats tab under achievements to see what you need to achieve.
Be warned, its a lot of tedious OD in scheme you do not want to play.
How/Where do you get him? Did I miss the release a while back?
