UF Legend Pack (80 snowballs) Question

Ah didn’t catch the thread from yesterday. Could it be possible that they just didn’t get lucky and didn’t pull Franco?

A lot of people saved their UF Legendary pack that cost 80 snowballs from the UF event. My question is are the SB legends pullable in these packs? Because if so wouldn’t it make the most sense to open it on the last SB Legend since they’ll probably be more expensive than all the other ones?
