Are these possibly for a future promo?
Like last year with the "Movers" promo when they rewarded luggage for tournaments and other events a couple weeks prior to the promo starting.

They're doing this in nba live with Record Breakers. Drives players insane seeing someone unknown. I would guess these items wouldn't drop early in Overdrive. They will come as each promo begins, not early.
