Serious question: Does EA intentionally make bad content?

This isn't to say that everything they provide is to be lauded by everyone at every turn. Yet, we have seen repeated formats to promos and programs that fall extremely short of what brings excitement and interest to the community, even when it's fairly obvious to anyone who cares to take a pulse of how their content is being received.  Are we not clear enough with our critiques and comments as to what we as players want and don't want? Is the disconnect a matter of trying to serve 2 masters (us and their bosses/shareholders)? Even if that is the case wouldn't it benefit them to create a game where people generally give positive reviews of the product and will be more likely to throw a few dollars at it here and there than having a less than ideal public perception while trying to go for the occasional homerun in sales? 

Sure, we on the forums are a small percentage of the population of those who play, but we are probably more invested than those who can take it or leave it. I haven't met a single person who I've discussed this game with outside of here and I work with school age kids to seniors everyday. Wouldn't they want to grow their pool of users to try and capture more share of the mobile market dollars? No one talking about it is not a good sign. It is known that certain formulas are employed to attract and retain consumers. Could making bad portions of the game be part of that equation? I have no other explanation as to why there is such inconsistency with this game. I'm not up to speed on all of the latest literature regarding psychology and behavioral conditioning, so if there's anyone who does and can shed light on this please do share.
