On defensive secondary, there is a clear strategic choice. Choose high cover pass defense stats or high run defense or just plain whoever has highest HTP to create fumbles. The key is to match your cards to your defensive plan so they fit.
Outside of power it comes down to who you like playing with the most, guys like Rod Woodson you will see a huge upgrade from the 96 to 98 OVR version. Almost any card now basically has the same stats as a 96 OVR besides 1-2 key stats, just pick the guys or scheme you like the most.

Defense doesn't really matter to me so i go with who ever i earn. Good players can beat any team. Bad players struggle with most. Defense strategy is much more important
For offense i ilook at overall stats. I prefer wr like foles, Michael Thomas, to, Mike Evans that create separation over speed. So when foles came out i jumped on that card even though it was only a 1 overall upgrade over my moss
EA isn’t going to let 95/96 cards be as good as future releases. I do understand your principle point though. If anything it means we should be very selective in what we upgrade to. If we have play rec boosters then we should be looking for higher stats in other areas like speed or hit power to maximize the position for example.
This year boosts are not connected to singular players this seems to be killing the need to get higher ovr players once you reach mid 90s. I recall last season trying to get players who gave the best boosts. This year once you reach 95 ovr (my team is with offense at 95 and defense at 96) now the chase is for slightly better stats and there is marginal differences between 96s and 97s. It comes down to which stat do you like more? Last night I got Safety Gates over Safety Hester because of combo of stats I prefer catch over speed.
