Phenoms Tier 4 Exchange Idea
I would just make it 10 shields and any tier of the player to upgrade to a guaranteed 40. It would be similar "cost" to H2H in that way.
Great idea. It would address another huge set gap in the game.

Realistically they won't do that, but I'd exchange my Tier 3 Metcalf + 10 shields for a Tier 4 Metcalf. And that price is fairly steep. Just an idea.
Exchange Set 10 shields + Tier 2/3 Phenom for a Tier 4 Phenom
Basically you can get yourself a Tier 4 for 15 shields
