Controllers: Can anyone use them now?

Apologies if I missed some official announcement, but there was a little thing a couple months ago about certain users being able to use controllers and others ones not yet but eventually. (because certain phones could accept them and others wouldn't) Did that fix ever happen? And if so, is there a guide on how to use them? Is it as easy as downloading a program or do you have to open up your phone or something?

I have been playing around with them the last couple weeks and have not been able to adjust to a comfortable level of play. I will do unranked OD but am not at ranked matches yet.  I do not see where it is that much of an advantage (rumor has it at one time it allowed audibles at the LOS). I'll keep practicing when I am bored with all else but for now I go back old school.   The main reason I want to get more efficient with using a hand held control is to stop the mistapped receivers.

From what I remember it was opened to everyone. I used it back then and still occasionally use it now. You just connect your phones Bluetooth to the controllers Bluetooth.
