Assuming Rising Stars is limited to 2nd and 3rd year players and If it's one player per team the only players from the Patriots that make sense would be Elandon Roberts or Deatrich Wise - though I wouldn't consider either a "star" rising or otherwise. Derek Rivers got an Football Outsiders and Joe Thuney got a UK upgrade.
I wouldn't be upset though if any of those 4 make the RS program
Edit: I just remembered TE Jacob Hollister was signed as an undrafted free agent in 2017 - He would probably make the most sense as the Patriots Rising Star player.

Ideally they give every team one player.
For the Vikings Cook makes the most sense. The only other stand out second year players I can think of are Elfein and Ham. Actually a CJ Ham card would be pretty dope.
Potential Panthers: Curtis Samuel James Bradberry
Samuel would be another burner WR to combine with Smith and Moore. Bradberry would give the Panthers a CB that is better than a gold OVR.
