Why do some PU players have dual chems?

Am I missing something? I’ve read that you can substitute those chems(go deep, run stuff) in place of the ability chem(sprinter, brawler, etc). If so, how do I do that?
The base program card needed to have it. Kuechly has it because the UK program cards did
