How much longer until you think TOTY players could begin getting upgraded?

I am specifically referring to AB and Bell. I have them both powered up but I was wondering if anyone thought they could still be getting an upgrade since Brown's TOTY is a 96 and Bell is a 95 and how long you may think that could be until it happens.
