90 OVR Austin is a great choice if you need speed & a kick/punt returner.
What about legend Dwight clark? 93 overall. he held onto the ball really well way back in December when I was using him.

Here’s another one: 89 OVR OOP Steve Atwater. He has Playmaker, X2 Physical Front chem to help your defense, and solid catching stats. All for less than 20K.
FB Edelman is a solid budget WR - him and Freddy B are both great if most of your routes are in/out routes and curls. Irvin is better for drags/streaks.
If you want to go vertical, I'd look at replay Fuller, Replay Austin, and 89 UL Barry. 89 Barry could start on most budget squads at WR or HB
