There are tons of programs that give upgrades without reason. Look at team diamonds. Some of those guys were injured last year and they’re getting big upgrades day 1.
Im mostly amazed that we are getting great RP upgrade this early. Makes doing all of them worth it if a few end up viable. Barkley’s base has like 85 speed at 79. Going up 9 overall to an 88 conservatively puts him at 88-89 speed.

They don't need one. Some card programs are based on performance (and even those aren't always deserved, see: TOTW HB JJ Watt), and other card programs are based around a theme or premise. In this instance, they decided to do a core rookie master set, and someone had to be master. Barkley makes the most sense. He is the rookie with the most hype around him.

Would be nice, but that's not how the program works. We'd have to change EA's mind, and we won't, so we'll just have to settle for the nice +9 overall boost Barkley is getting right off the bat.
