Completely puzzled on powerups.

I feel like it would depend on how much of an upgrade said player gets when they get a new card. If it’s a bigger OVR jump than normal I feel like there will be tier between the current max and newest upgrade but you’ll probably always need the best available card for max tier unless you have a power up pass that works.

They have PU passes and they said in time you will be able to use TP...

Ive seem many videos and read a ton of articles but none of them answer this question:

AFTER you have powered-up a player to its top currently-available card, will you ALWAYS need the new cards to power up, or will you sometimes be able to use TPs to upgrade? For example, if I have the 92 Moss and a 95 Moss releases, can I use TPs to power it up or do I need to get the actual 95 card? If I have to get the card, what the heck is the point of power up cards anyways??
