99 overall help

I believe a friend was facing that same issue, and Randle wasn't the answer. I know for sure Kevin Williams (Toughness/PF) chems to 99, cause I have him with those chems maxed out and he goes up to 99.

It can be Chem’d up not necessarily true https://www.muthead.com/18/team-builder/951845 That is my team and plenty are chem’d
Does my DT need to be a true 99 or can it be chewed up to a 99 in order to help me get a 99 overall? Every position for me is a true 99 except DT2 and SS but making Derwin James
