For those ordering the HOF and the $20 upgrade
I was under the impression that the goat content would only available as a pre order bonus with the goat edition in 18, but it was available in the store all year which made the pre order less desirable. I’m assuming the HOF content will be the same.

Yeah man that's what it looks like unfortunately but at least with the upgrade it's a digital pre-order so it'll become available at midnight on the 7th the day the HOF edition drops. You'll just get the code in your email.
Yea same as last year. Hardcores will go out and buy a couple of the upgrades on top of the Bonus edition of the game itself.

If you look at this link it seems pretty explanatory. By purchasing this legends upgrade or the the legends upgrade bundle it allows you to pick 1 out of the 5 legends. That would be an additional legend (if you already purchased the HOF edition). That is how I'm interpreting it at least.
Are you sure that extra $20 isn’t suppose to be just a applied add on to the base version of the game? Ex. If you order the HOF edition instead of the base game you get 1 legend and 7 gold packs. I’m not to sure spending the other $20 is going to get you another 7 packs and another legend. I don’t think they will give you 14 gold packs and 2 legends. Did someone ever clearify this?
