Why can't I purchase the PO Hero pack?

It says 1 hour left Personal Limit 1 and I didn't even buy one yet?

It also says "Remaining: 0," because there are 0 remaining.

Its limited to 1000 total packs. Sold out in 30 seconds. It sucks, because it s almost impossible to get.

There was a console limit of 1,000.  Once the 1,000 are bought that's it.  Each person could only buy 1 (personal limit).  It sold out almost immediately.
