You have to pick the packs in order of the recipe. Memorize it, take a picture of it, use acronyms, etc. to help remember.
Once you pick Step 4 correctly you get the food item for upgrade.

What am I missing here? I keep picking these packs and it just resets and nothing happens and makes me keep picking??
