Per M21 Abilities, 98 OVR for Improvisors and 99 OVR for Strong Arm to get both.

99 for strong arm's to get HRM I believie. 98 if not 99.

I need to check for improvisors getting HRM, b/c I'm hoping Mahomes gets it with his next card. Tired of using Gannon.
