It’s all in timing of their retirement. Rivers retired in January after the season. Still months left to play in the game. Luck retired pretty much preseason when the new game was about to roll out. I’m highly doubting they give Gore one with 2 months left in the game cycle. And saying “2 months left” is figuratively being generous. A slightly higher rated card to stay the year next year would most likely be more useful, but doubtful as well.

Neither one are on the level of Brady or Ben. Gore might get in after waiting for his generation's "clear the queue" in 10-15 years but more likely will be a senior's committee inductee.

That's like saying Emmitt is the best RB of all time despite there being 3 (Payton/Brown/Barry) who are considered better. Gore has the misfortune of retiring at a point where there's already a backlog and it's only going to get longer. He never dominated nor won a Championship. He played 20 years to get to the numbers most got in 15 or less.
If there wasn't a backlog I think he'd get the 2028 2nd year induction. With the backlog he's probably waiting until someone in the '30s. I put him after Tillman and Hester. One created a move that is now being taught to everyone. The other altered games just by being on the field...you could argue they had to change the rules to contain him. Gore is more of a Zach Thomas type of candidate. Thomas will go in first and there might be a guy like Briggs who slides in before Gore too. Depending on when AP retires he's another one who could go in based on his dominant years with Minnesota and career stats.
Lots of guys have finished top 3 or 5 in stats and waited a long time to get in. Yes he is 3rd all time but that because he played for 100 years.
