Cannot get passing preferences to save on settings menu (PS5)

I switched from skill based to classic a while ago. Now I wanna switch back to try it again. It won't save my changes in the menu after making changes. Every time I back out of settings and go back in, I cannot get reticle visible to stay on visible.
