Program Stars/Spotlight Players sets ???

The New players aren't showing up in the PS sets.. It's only showing a random 4, not the new 4 ( multiple players have built Classic sets and Gilbert wasn't in them, I did a sleepers set and Vita Vea wasn't in it)..
With either of the token sets for Program Stars and/or Spotlight Players are you able to choose the players you get? I used my 99 PU Pass on Julio, so I was going to use tokens for him or Calvin Ridley and then the 99 PU Pass on the other.
