How to build a defense?

I know normally you want players that fit 3-4 or 4-3.

Like would you put guys like Clowney in 3-4? Do you rely on LOLB and RLOB for pass rush in 4-3 or 3-4? Where does the DE and DT stand? what stats or player types are we looking for? I know Play Recognition, block shed, and speed has been my top priority, but what happens when these Linebackers have to drop into coverage? So many questions to understanding base defense.

I imagine the answers will help everyone. Like what generates the better pass rush?
