How to activate special teams superstars?

You also didnt need to power him up to get return man.  I have it equipped on the 92 NAT

 He has to be 93 ovr to get return man, at least that's what it said when I tried to put it on the NAT

I have Lockett equipped with return man, but when I turn to the Special Teams Lineup and put him in at KR1 and PR1 it keeps saying "Your special teams has np superstars, add abilities to your player....".

I have him fully equipped, with X-Factor and 3 abilities, but somehow I can't activate him.

His PU cost me a ton of coins and I just got it as it enables him to get return man at 93....
