Yes, any level gets X3 Team Chem for their designated, but other teams at x1 Asomugha for example, X3 Raiders, X1 Eagles/49ers

Sorry i think you misunderstood i was asking if they could get 3x team chems without actually buying the 95 overall card or using a power up pass.
Yes they can, powering me up all the way before the card with the 95 OVR they get it
