At first I thought they made Manning that speed for "balance" reasons but the very next week they put out Romo so that doesn't make sense. Just to play devil's advocate, maybe because Manning rarely extends plays with his legs while Romo does? EA has made countless dumb decisions so it doesn't really surprise me

Because it doesn't make them any money or retain the player base early on. Same thing with alternate uniforms.

Quickest way is to buy or QS unneeded players. Use mut.gg/prices to check which OVR gives you the best training per coin ratio. Buying players during Blitz promo or around Christmas is when cards are the cheapest.
