I just got back in to madden after leaving 16 in early 2020. This is all new to me. I HIGHLY recommend to start tracking The 50, team standout, zero freeze and ghost of madden prices. Those mid level 90 cards will often cost you more than the 99 card that goes into the power up. Also, use muthead database power up upgrade to see which cards can be powered up to 99s, if that's your goal. Some of the cards can be finished with training instead of their limited cards. (I buy 95s <30k, 96<45k, 97<60k to maximize my training costs.) Remember, the power ups for Ultimate Legends can be acquired by completing their challenges. Also, if you are an AH hound, the draft player sets can often be completed for less than buying the player and the power up from the AH. Each set requires the same cards; however, the completed set cards sell for a wide range of prices. I hope that helps.
